Discover the Python-bootstrapped client root, if present.
Python-root discovery only: reads ROOT_CLIENT_INSTANCE_FOR_HOST and
try_registered_client_proc
— never context() / this_proc() / try_this_host(), and it does not
consult the Rust GLOBAL_CONTEXT.
Returns Ok(None) when neither slot is registered, Ok(Some(_)) when both
are, and Err when exactly one is (partial registration — the pair is set
together by bootstrap_host).
