Which peer NICs each local NIC may pair with for a transfer.
Accepted forms are any, match_name, and groups: followed by any
number of |-separated groups, each naming any number of devices,
comma-separated — groups:mlx5_0,mlx5_1|mlx5_2,mlx5_3|mlx5_4,mlx5_5 and
groups:mlx5_0 are both valid. Groups must be disjoint. Parsed into a
PeerDeviceAffinityPolicy.
The empty default means any, since a String attribute cannot default
to anything else. Value syntax is validated when the RDMA manager starts.
