The observe-only handle to a background Tokio task.

Exposed to Python as monarch._rust_bindings.monarch_hyperactor.pytokio.Handle. HDL-11: Python obtains a Handle from a producer and cannot construct one directly – there is no __new__, and from_value is #[cfg(test)]-only.
