A handle scheme that requires a publication-based lookup to resolve to a concrete admin URL.

Only Mast is defined today. The nested-enum shape allows future scheduler-specific variants (Slurm, K8s, etc.) to be added without changing AdminHandle.

Variants (Non-exhaustive)

Non-exhaustive enums could have additional variants added in future. Therefore, when matching against variants of non-exhaustive enums, an extra wildcard arm must be added to account for any future variants.
